Abstract generation in progress

Chen Meihui, who is hailed as a top expert in financial crime investigation in the country and works as a financial crime investigator at Cryptocurrency exchange Xrex, recently died in a car accident on the Zhongshan Highway Hukou section. Chen Meihui was involved in the investigation of several major cases before her death, including the 88 Club case and creative private fund flows. Her unexpected death has led to speculation about the cause, even suggesting a possible connection to the multiple financial crimes and leaks she was investigating. Xing Taizhao, the Prosecutor General of the Supreme Prosecutors' Office, has instructed the Hsinchu District Prosecutors' Office to establish a special task force to conduct a thorough investigation and clarify any doubts.

Involved in multiple major cases, Chen Meihui's identity is special: the cause of death is under suspicion

Chen Meihui, who worked at the exchange and held the title of 'Chief Investigator of Blockchain Financial Crimes', has assisted in solving multiple virtual currency fraud and Money Laundering cases. On 12/4, she and her boyfriend (surnamed Xie, a member of the Criminal Investigation Division) had a car accident on their way back from northern Taiwan. Unfortunately, Chen Meihui passed away. At that time, both of them were suspected of leaking confidential information and were listed as defendants by the Taichung District Prosecutors Office. The accident occurred on their return journey after being questioned.

Regarding the investigation of Chen Meihui's assistance in the case, Lin Jianlong, director of the Criminal Investigation Bureau's Cyber Crime Prevention Center, said, "She has dedicated her life to combating transnational crime, analyzing the flow of Virtual Money, helping fraud victims recover their losses, and even teaching and sharing her expertise with law enforcement agencies without seeking any rewards. However, her efforts and dedication are seen as 'leaking secrets' or 'violating the law' in the eyes of some people.

Due to coincidences, various conspiracies have emerged, including malicious reports and infighting within law enforcement agencies, as well as deliberate retaliation by wrongdoers in car accidents.

(A police officer from the Criminal Bureau and his girlfriend, a cryptocurrency analyst, were involved in a virtual currency investigation leak case and encountered misfortune after being released on bail).

A series of coincidental accidents

The accident occurred 77.7 kilometers north of National Highway No. 1, when Chen Meihui's Uber car was trapped in a traffic jam, and the driver surnamed Xu behind was suspected of chasing and crashing because he did not pay attention to the situation in front of the car, which eventually caused a series of collisions of 6 cars, resulting in 1 death and 6 injuries. It is worth noting that 40 minutes ago, a three-car collision accident caused by Hao Guangmin, the former boss of the Four Seas Gang, occurred about 800 meters on the same road section, resulting in 1 death and 3 injuries. The processing time of this accident overlaps with the occurrence time of Chen Meihui's car accident, which aggravates traffic congestion and may indirectly lead to subsequent car accidents.

National Highway 2 team refutes conspiracy theories, image evidence handed over to the prosecution

According to the Liberty Times, in response to external suspicions of a possible conspiracy behind the accident, the National Highway 2 team has issued a special statement to clarify that the reports in the media about the loss of the driving recorder or its concealment by the police are untrue. They emphasized that all driving images and surveillance video data have been handed over to the Hsinchu District Prosecutor's Office for investigation and are subject to the principle of non-disclosure during the investigation.

The Supreme Prosecutors Office has instructed the special task force to investigate the suspicious circumstances of the Chen Meihui incident.

The Hsinchu District Prosecutor's Office has set up a task force and will investigate the driver surnamed Xu, the co-driver, and other relevant personnel involved in the incident. Prosecutor's Office spokesperson Huang Zhen-lun pointed out that in response to external doubts, including whether the driver surnamed Xu had a private relationship with Chen Meihui, and whether it involved interpersonal network disputes, the prosecutor's office is gradually clarifying the facts. However, based on the principle of non-disclosure of investigation, details are temporarily not disclosed.

The Supreme Prosecutors Office stated that the Chen Meihui car accident case has received high attention from the society, and all doubts need to be investigated carefully. Xing Taizhao, the Chief Prosecutor, has instructed the Hsinchu District Prosecutors Office to investigate fully and requested that the results be reported to the Supreme Prosecutors Office as soon as possible. The official has promised to handle the case with transparency and caution to alleviate public concerns and restore the truth of the case.

Expressing regret across boundaries, netizens: from social movements to self-study against fraud, what is the government doing?

Xrex co-creator Huang Yaowen said, "Let us remember her kindness, bravery, and justice together. Miffy's full 'catalytic power' will always be with us. Her unfortunate passing is a significant loss for colleagues, friends, the company, and the blockchain industry. We deeply mourn her and wish her rest."

The Judicial Reform Foundation stated: "During the 10 years from 2013 to 2024, Chen Meihui worked at the Judicial Reform Foundation, dedicating herself to public welfare and caring for the disadvantaged in society, regardless of remuneration or personal gain. She hopes that everyone in Taiwan can be treated equally and with dignity. Chen Meihui sacrificed a significant amount of personal time, volunteering to assist fraud victims and engage in various public welfare activities. She took the initiative to lead us in understanding this unsolvable problem and worked tirelessly to propose feasible solutions, giving hope to fraud victims."

The Criminal Bureau held a press conference to announce that the Virtual Money Seizure Project Team has seized up to 9.3 billion New Taiwan dollars in virtual assets from April to the end of November this year. Chen Meihui was the first industry expert to cooperate with this project team, providing technical guidance, and her passing is deeply regretted.

The Reporter reviewed the interview in April this year. Chen Meihui emphasized that her reform efforts start with 'individual cases' and challenge the existing legal framework and enforcement logic through specific cases. She said at the time, 'I use individual cases to challenge the system, because only in this way can we find the blind spots in the existing system.'

She said, "Cryptocurrency will change a lot of things, such as changing criminal behavior, and law enforcement behavior will inevitably have to change, otherwise there is no way to deal with such crimes, right?"

Netizens look back at Chen Meihui's journey from a member of society to joining the Judicial Reform Foundation, participating in anti-fraud operations, self-learning coding, learning about Blockchain, and actively assisting law enforcement in handling cases. However, she still encountered many problems caused by Taiwan's system, making it impossible to actually help victims recover funds. Netizens believe that regardless of how formidable you think the outside world is, being able to accomplish so much in self-learning cryptocurrency investigation in just two years, they wonder what the government is doing.
